FMCSA Proposes Changes to Hours-of-Service Rules

On August 14, the FMCSA (Federal Motor Carrier Safety Administration) announced a proposal to change HOS (hours-of-service) rules. The proposed rule would involve five key initiatives, providing flexibility that would generate an estimated $274 million in savings for American consumers and our economy. Elaine L. Chao, U.S. Transportation Secretary, stated that the “proposed rule seeks to enhance safety by giving America’s commercial drivers more flexibility while maintaining the safety limits on driving time.” A public comment period will be open for 45 days once the proposal is published in the Federal Register. Additional S301 List 4 Duties Implemented

On August 13, 2019, the USTR (United States Trade Representative) announced that List 4 of the S301 tariffs, covering approximately $300 billion of Chinese imports, has been scheduled with a start date of September 1, 2019. List 4 includes a total of 3,784 HTSUS provisions. Yesterday, USTR announced that the S301 List 4 has been divided into List 4A and List 4B. The additional 10 percent duties on List 4A are scheduled to go into effect on September 1, 2019, while the additional 10 percent duties on List 4B will go into effect on December 15, 2019. U.S. Consumer Prices Rose 0.3 Percent in July

According to the U.S. Department of Labor, U.S. consumer prices increased 0.3 percent in July 2019, affected by a rise in expenses such as fuel, housing and medical care. Additionally, the consumer price index rose 1.8 percent compared to July 2018, up from 1.6 percent in June 2019. Last month, prescription drug costs increased by 0.4 percent, airline fares rose 2.3 percent and clothing prices jumped 0.4 percent. To read more, click here.
